This was posted as a Jordan EJ10 from 2000 but 1999 is the only year they wore the number 8.  It's possible that it is a presentation car but the OP did not indicate that when it was entered into the database.

Follow up:

The photo is of the Jordan 199 but the reference number was for the Jordan EJ10. The Jordan EJ10 has the reference number from the 199. I have corrected both - flipperjnr
