the obverse portrait on this coin is generally attributed to Livia, along with similar coins with Salus and Pietas. However, the three portraits are three different individuals. Each represents one of the important Tiberian woman. Salus (Health) has the legend Salus Augusta. Since Livia was the only woman of 22-23 A.D. who had the title Augusta, these coins must be a comment on the Health of the Augusta.
It has been suggested that the portrait of Justitia on this coin should be connected to the next most important female of the era, Agrippina Senior. Agrippina was the widow of Germanicus. She was prominent in the effort to gain justice for his murder through the trial of the Syrian governor, Piso
