Livia Drusilla was the third wife of Emperor Augustus, the mother of Emperor Tiberius and grandmother of Emperor Claudius. In 14 CE, Augustus adopted her in his will and named her Augusta (Empress), a title she kept until her death in 29 CE at the age of 87. Upon her adoption, she took the name Julia Augusta. She was a trusted advisor to Augustus, a popular figure during her lifetime, and many considered her to the model of a noble Roman woman.

The obverse portrait on this coin is generally attributed to Livia, along with similar coins with Salus and Justice. However, the three portraits are three different individuals. Each represents one of the important Tiberian woman. Salus (Health) has the legend Salus Augusta. Since Livia was the only woman of 22-23 A.D. who had the title Augusta, these coins must be a comment on the Health of the Augusta.
It has been suggested that the portrait of Pietas on this coin should be connected to the another important female of the era, Claudia Livilla. Since Livilla had recently fulfilled her familial duty by producing heirs for a new, Claudian dynasty, she would have been a more logical model for Pietas than Livia, who by then was in her late 70s.

This coin was issued by a woman named Kastoris. She is given the title soteira, just as Epigonos, presumably her husband, is given the title philopatris. On this view, both were in some way benefactors of the city.
