"One: The Cause of Justice". Since the end of Thunderbolts #75, Baron Zemo and his cohorts have been lying relatively low at their headquarters in the North Sea. However in recent days, the Thunderbolts have become involved in numerous international incidents -- serving as international policemen -- against rogue countries and corrupt politicians. As expected, the T-Bolts' activities have drawn the attention of a group of super-heroes in New York City: the Mighty Avengers! At this point Earth's Mightiest Heroes aren't sure what to think of the Thunderbolts' actions. But if they knew that Baron Helmut Zemo was working on something called Project Liberator, the next Avengers vs. Thunderbolts battle would commence posthaste! Cameo appearances by Warbird and Abe Jenkins. Thunderbolts Lineup: Atlas, Baron Zemo, Blackheath (aka the former Plantman), Fixer, Moonstone, Songbird, and Vantage (aka Dallas Riordan).

"Two: The Fine Line" Earth's Mightiest Heroes respond to an impending disaster at a nuclear power plant in Minnesota! The Cobalt Man -- previously assumed dead -- is inside the plant trying to gain access to its reactor. The Avengers are struggling to contain him when suddenly help arrives...in the form of Baron Zemo and the Thunderbolts! Whoa, how is this going to go down? Surprisingly, Cap accepts the T-Bolts' offer of assistance, and the Fixer shuts down the Cobalt Man. But there's a catch! When the T-Bolts depart the plant, they take the Cobalt Man with them -- and immediately put him to work on Project Liberator! Cameo appearance by Jarvis. Avengers Lineup: Captain America, Hawkeye, Iron Man, Scarlet Witch, Vision, Wasp, and Yellowjacket. (Note: This six-issue limited series was reprinted in 2004 in the trade paperback: Avengers Thunderbolts Best Intentions.)

"Three: Nerves" Tony Stark has infiltrated the Thunderbolts! And he actually joins them on their next mission! The T-Bolts raid the Wizard's hideaway in Connecticut in order to steal his anti-gravity discs. Marvel's Most Wanted are using the Wizard's discs to link Project Liberator to an array of satellites orbiting the Earth. And now the Liberator machine will be able to detect and absorb transnormal energy from anywhere across the globe. Is this is a good thing for mankind? The Avengers have their doubts. In the meantime, Hawkeye visits Abe Jenkins in prison to see if his former teammate knows what Baron Zemo is really planning. Cameo appearance by Nova (aka Richard Rider).

"Four: Betrayal" The Avengers arrive at the T-Bolts' North Sea headquarters to destroy Project Liberator! But Baron Helmut Zemo is not going to let that happen. So the battle the fans have been waiting for erupts! Baron Zemo vs. Captain America! Atlas vs. Yellowjacket and the Wasp! Moonstone vs. the Vision and the Scarlet Witch! Wow! However some of the heroes present -- namely Hawkeye, Songbird, Vantage, and Blackheath -- don't want to fight. Can they find a way to restore the peace? Meanwhile, Iron Man and the Fixer attempt to repair Project Liberator and discover where the transnormal energy -- that the Liberator previously absorbed-- has gone! Cameo appearances by Mr. Fantastic and the Invisible Woman.

"Five: Truth and Consequences" In a shocking twist, Moonstone is the person stealing the transnormal energy from Project Liberator -- not Baron Zemo! And at this moment with the extra energy plus her two alien gemstones, Dr. Karla Sofen is losing her sanity. Marvel's Most Wanted and the Avengers quickly realize they must stop fighting each other...and join forces to defeat Moonstone and disperse her gravimetric storm! However Cap, Hawkeye, and Baron Zemo cannot agree upon the best method. The assembled heroes valiantly attack Moonstone, but to no avail. She is too powerful! Earth's Mightiest and the T-Bolts need a miracle! And amazingly, one is on the way from Counter-Earth. Cameo appearances by Abe Jenkins and Jolt. Avengers Lineup: Captain America, Hawkeye, Iron Man, Scarlet Witch, Vision, Wasp, and Yellowjacket. Thunderbolts Lineup: Atlas, Baron Zemo, Blackheath, Fixer, Moonstone, Songbird, and Vantage.

"Six: Blood Will Tell" Jolt arrives in the nick of time to provide electricity for Projector Liberator! So Shell-Head and the Fixer can reclaim (from Moonstone) the lost transnormal energy! However even without the energy boost, Dr. Karla Sofen still rages out of control! Hawkeye is adamant that he can talk her down, but the Scarlet Witch has seen enough! Wanda fires a chaos hex at Moonstone and everything goes haywire! Gravimetric rifts in the space-time continuum open up all over the Earth! And now the fate of the world -- much less the fate of the Thunderbolts -- is at great risk! Avengers Assemble! Cameo appearances by Jarvis, Warbird, and Abe Jenkins. (Notes: This excellent limited series takes place before the events of the Avengers Disassembled saga -- and is thus one of the final adventures of the Avengers' classic lineup for many years. The Thunderbolts attempt to regroup under new leadership in New Thunderbolts (2005) #1.)
